Hawaii's Democratic caucuses are open to all registered voters who are willing to declare themselves Democrats. Hawaii has 20 pledged and nine unpledged delegates. Of the 20 pledged delegates, 13 are district-level delegates (based on results of a given district's binding primary), four are at-large delegates and three are "party leader and elected official" (PLEO) delegates. Of the nine unpledged delegates, eight are PLEO delegates and one is an add-on selected at the state Democratic Party Central Committee meeting on May 30, 2004.
