Of the 24 pledged delegates, 16 are district-level delegates (based on results of a given district's binding primary), five are at-large delegates and three are "party leader and elected official" (PLEO) delegates. Of the 11 unpledged delegates, 10 are PLEO delegates and one is an add-on selected at the state Democratic convention on May 22, 2004.
