Oklahoma has 40 pledged and seven unpledged delegates. Of the 40 pledged delegates, 26 are district-level delegates (based on results of a given district's binding primary), nine are at-large delegates and five are "party leader and elected official" (PLEO) delegates. Of the seven unpledged delegates, six are PLEO delegates and one is an add-on selected at the state Democratic convention on February 21, 2004.
