STATE NOTES
Alaska
•  Republican Governor Frank Murkowski lost to Sarah Palin in the August 22nd primary.

Arkansas
•  Republican Governor Mike Huckabee is affected by term limits and cannot run for re-election.

Arizona
•  8th District Republican Rep. Jim Kolbe is retiring.

Colorado
•  Republican Governor Bill Owens is affected by term limits and cannot run for re-election.
•  5th District Republican Rep. Joel M. Hefley is not seeking re-election.
•  7th District Republican Rep. Bob Beauprez is running for governor.

Connecticut
•  Senator Joe Lieberman lost the August 8 Democratic Primary and has submitted the required number of valid signatures to be placed on the ballot under the new "Connecticut For Lieberman" party.
•  Chris Murphy will be running in the 5th District on both the Democrat and Working Families party lines.
•  Although illustrated on maps by county, election results from Connecticut are reported to CNN by township.

Florida
•  Republican Governor Jeb Bush is affected by term limits and cannot run for re-election.
•  9th District Republican Rep. Mike Bilirakis is retiring at the end of his term.
•  11th District Democratic Rep. Jim Davis is running for governor.
•  13th District Republican Rep. Katherine Harris is running for Senate.

Georgia
•  Georgia has newly redrawn congressional lines for the 2006 primary and general elections. All congressional districts were affected. The changes were enacted by House Bill 499, which was signed by the governor and ratified by the U.S. Department of Justice in 2005.
•  2004 3rd District Democratic Rep. Jim Marshall is a candidate for re-election in the new 8th District.
•  2004 4th District Democratic Rep. Cynthia McKinney lost the July 18 Primary and August 8 Runoff to Hank Johnson.
•  2004 8th District Republican Rep. Lynn Westmoreland is a candidate for re-election in the new 3rd District.
•  2004 9th District Republican Rep. Charlie Norwood is a candidate for re-election in the new 10th District.
•  2004 10th District Republican Rep. Nathan Deal is a candidate for re-election in the new 9th District.

Hawaii
•  On September 25, Cynthia Thielen was named the replacement for the September 23 Republican Primary winner Jerry Coffee, who withdrew his candidacy for Senate on August 7.
•  2nd District Democratic Rep. Ed Case ran for but did not receive his party's nomination for Senate in the September 23 Democratic Primary.

Iowa
•  Democratic Governor Tom Vilsack is retiring.
•  1st District Republican Rep. Jim Nussle is running for governor.

Idaho
•  Republican Governor Jim Risch was named to fill the vacancy when Republican Governor Dirk Kempthorne was named U.S. Secretary of the Interior in May 2006. Risch is running for lieutenant governor, the office he held before filling the gubernatorial vacancy.
•  1st District Republican Rep. Butch Otter is running for governor.

Illinois
•  6th District Republican Rep. Henry Hyde is retiring.
•  17th District Democratic Rep. Lane Evans is retiring.

Kentucky
•  Republican Elaine Carlson withdrew her candidacy for the 6th District on May 23.

Louisiana
•  Congressional candidates will run in an "open primary" on November 7, in which all candidates may run regardless of political party. There will be multiple candidates for a party on the ballot. A candidate receiving more than 50 percent of the vote is elected. If no candidate receives more than 50 percent of the vote, the top two candidates with the most votes, regardless of party, compete in a runoff on December 9.
•  The September 30 state primary did not apply to congressional candidates.
•  November 7 is the runoff date for non-federal races in which no candidate received more than 50 percent of the vote in the September 30 primary.

Maine
•  Although illustrated on maps by county, election results from Maine are reported to CNN by township

Massachusetts
•  Republican Governor Mitt Romney is not seeking re-election.
•  Although illustrated on maps by county, election results from Massachusetts are reported to CNN by township.

Maryland
•  Democratic Senator Paul Sarbanes is retiring.
•  3rd District Democratic Representative Ben Cardin is running for Senate.

Michigan
•  7th District Republican Rep. Joe Schwartz lost to Tim Walberg in the August 8 primary.

Minnesota
•  The Democratic Party is officially the Democratic-Farmer-Labor Party in Minnesota.
•  Democratic Senator Mark Dayton is not seeking re-election.
•  5th District Democratic Rep. Martin Sabo is retiring.
•  6th District Republican Rep. Mark Kennedy is running for Senate.

New Hampshire
•  Although illustrated on maps by county, election results from New Hampshire are reported to CNN by township.

New Jersey
•  13th District Democratic Rep. Robert Menendez was appointed Senator by Gov. Jon Corzine and sworn in on January 18. He is filling the vacancy left when Corzine was elected governor in 2005.
•  This is the regularly scheduled general election for the 13th District. There is also a special election in the 13th District to fill Menendez's unexpired term.

New Mexico
•  There is a court case pending to determine if Robert Liebman should be on the ballot as an Independent candidate for 1st District. The Secretary of State's office had declared that he did not qualify for the ballot.

Nevada
•  Republican Governor Kenny C. Guinn cannot run for re-election because of term limits.
•  4th District Republican Rep. Jim Gibbons is running for governor.

New York
•  Republican Governor George Pataki is not seeking re-election.
•  5th District Democratic Rep. Gary Ackerman is also running on the Independence and Working Families party lines.
•  9th District Democratic Rep. Anthony Weiner is also running on the Working Families party line.
•  11th District Democratic Rep. Major Owens is retiring.
•  22nd District Democratic Rep. Maurice Hinchey is also running on the Independence and Working Families party lines.
•  24th District Republican Rep. Sherwood Boehlert is retiring.

Ohio
•  Republican Governor Bob Taft is affected by term limits and cannot run for re-election.
•  Stephanie Studebaker won the May 2 Democratic primary and on August 15 officially withdrew her candidacy. A September 15 special congressional primary was won by John Chema for her replacement on the general election ballot.
•  4th District Republican Rep. Mike Oxley is retiring.
•  6th District Democratic Rep. Ted Strickland is running for governor.
•  13th District Democratic Rep. Sherrod Brown is running for Senate.
•  18th District Republican Rep. Bob Ney announced on August 7 that he will not seek re-election and formally withdrew his candidacy on August 14. A September 14 special congressional primary was won by Joy Padgett for his replacement on the general election ballot.

Oklahoma
•  5th District Republican Rep. Ernest Istook is running for governor.

Rhode Island
•  Although illustrated on maps by county, election results from Rhode Island are reported to CNN by township.

Tennessee
•  Republican Senator Bill Frist is not seeking re-election.
•  1st District Republican Rep. Bill Jenkins is not seeking re-election.
•  9th District Democratic Rep. Harold Ford is running for Senate.

Texas
•  A June 28 U.S. Supreme Court decision ordered that the boundaries of the 23rd Congressional District be redrawn due to violation of the Voting Rights Act (League of United Latin American Citizens v. Perry). The surrounding 15th, 21st, 25th and 28th Districts were affected by this redistricting. On August 4, a U.S. District Court ordered a special election for the 15th, 21st, 23rd, 25th and 28th Districts to coincide with the November 7 general election. The order invalidates the nominations/results of the March 7 primary for these districts. The candidate signature filing deadline for the special election was August 25 and candidate names were certified on September 6. The special election will be an open election in which a candidate must receive more than 50 percent of the vote to win, with a runoff date to be scheduled for December if needed. There will be no straight party voting.
•  In addition to the race shown for the 22nd District, there is a special election scheduled to coincide with the November 7 general election to fill the vacancy for Republican Tom DeLay's unexpired term. Then-incumbent DeLay won his party's nomination in the March 7 primary, however he withdrew his candidacy on August 8 and resigned from office as of August 9. A federal court order has prevented the Republican Party from naming a replacement candidate to appear on the party line for the general election. Write-in candidate Shelley Sekula Gibbs has been endorsed by the Republican Party.

Vermont
•  Although illustrated on maps by county, election results from Vermont are reported to CNN by township.

Wisconsin
•  8th District Republican Rep. Mark Green is running for governor.
