AIRLINE FINES 
The three airlines that fly the most passengers and have the most flights -- American, Delta and United -- also paid the largest fines for security breaches during the past three years. The airlines are responsible for security screening at the nation's airports. The FAA levies fines as a penalty for breaches, but the airlines typically negotiate the amount paid.
