Interview With Gifford Miller

Aired August 15, 2003 - 20:14   ET

THIS IS A RUSH TRANSCRIPT. THIS COPY MAY NOT BE IN ITS FINAL FORM AND MAY BE UPDATED.

WOLF BLITZER, CNN ANCHOR: Let's get an update now on the situation here in New York City and for that I'm joined by Gifford Miller. He's speaker of the City Council. Thanks so much for joining us, Mr. Speaker.
GIFFORD MILLER, NYC COUNCIL SPEAKER: My pleasure Wolf.

BLITZER: Is everything back to normal?

MILLER: Well, pretty close. Con Ed, I was just there about an hour ago, there are just four or five networks in the city, I drove up through Chelsea which doesn't have power yet but they're hoping to get it up very shortly and we're hoping that power will be back on everywhere in the city soon.

BLITZER: Can people just go about their regular lives and turn on the air-conditioning, use as much power as they need?

MILLER: No. We're still asking people to conserve energy. We want to make sure the system is integral and working so it's a better idea, people should conserve energy anyway but certainly after a blackout it's a good idea and we're waiting on the subways. They'll have to run a full analysis of that and then that takes about six to eight hours after power comes back everywhere for them to be able to get that up and running.

BLITZER: What do you estimate now? When will the subways be up and running?

MILLER: Well, I couldn't tell you for sure because I haven't heard the transit story in the last hour but they're going to have to wait for everybody to come up on, every network, and then it will be six to eight hours so we would hope by tomorrow morning as long as we get everything done this afternoon.

BLITZER: But by Monday morning rush hour everything will be back to business as usual?

MILLER: I would assume, you know, barring any future catastrophe like we just had, absolutely that's our hope.

BLITZER: Gifford Miller thanks for joining us.

MILLER: Thank you.

BLITZER: Good luck to you. MILLER: Thank you.
