[19:00:12] ERIN BURNETT, CNN HOST: OUTFRONT next, breaking news. The FBI director slamming Hillary Clinton, but says no criminal charges. Is the email saga over or did the FBI add more fuel to the fire?

And Donald Trump live this hour. He's appearing for the first time with a possible V.P. pick and we are going to take you there live.

Plus, Trump's latest Twitter controversy. It's not the first time he's being linked to white supremacists. Let's go OUTFRONT.

Good evening. I'm Erin Burnett. OUTFRONT tonight, the breaking news, no charges. The FBI director today announcing he will not recommend criminal charges against Hillary Clinton for using a private email server while she was secretary of state. It is a major move that leaves her free and clear to serve as president if she wins in November, but while James Comey may have ended Clinton's legal battle he eviscerated her actions today in an unprecedented news conference.

He announced that the agency's year-long investigation didn't find evidence Clinton intended to do anything wrong, but he slammed her judgment.

JAMES COMEY, FBI DIRECTOR: Although we did not find clear evidence that Secretary Clinton or her colleagues intended to violate laws governing the handling of classified information, there is evidence that they were extremely careless in their handling of very sensitive, highly classified information.

BURNETT: Perhaps most damning when he said110 Clinton emails contained classified information at the time they were sent. That's right. You heard me right. A hundred and ten classified information at the time they were sent which contradicts Clinton's previous statement. Just hours after Comey delivered the stunning news, President Obama and Hillary Clinton campaigned together for the first time. Never mentioning Comey's report. Donald Trump meantime is about to rally a major, a big crowd of supporters.

These are live pictures from Raleigh, North Carolina. Trump responding angrily today's report tweeting, "The FBI director said crooked Hillary compromised our national security. No charges. Wow. #riggedsystem." We are standing by. We expect Trump to respond live in just a few moments.

In the meantime Joe Johns begins our coverage OUTFRONT tonight. And Joe, you know, we said unprecedented when it comes to how the FBI director handled this, but you know, he did slam her. This was not all good news for Clinton.

JOE JOHNS, CNN SENIOR WASHINGTON CORRESPONDENT: Absolutely right. It's all about the fact, too, that he presented. With the announcement today, Erin, the FBI director lifted a legal cloud that has hung over Hillary Clinton's campaign since she first entered the race, but the public rebuke that came along with it was so harsh that it could follow this candidate all of the way to November.

(BEGIN VIDEOTAPE)

JOHNS (voice-over): Tonight, the long awaited results of the investigation into Hillary Clinton's use of private email servers, no FBI recommendation of criminal charges to the Justice Department.

COMEY: We believe our investigation has been sufficient to give us reasonable confidence there was no intentional misconduct.

JOHNS: While the announcement all but assures the presumptive Democratic nominee is free from the threat of prosecution, she got no free pass from the FBI.

COMEY: Although we did not find clear evidence that Secretary Clinton or her colleagues intended to violate laws governing the handling of classified information, there is evidence that they were extremely careless in their handling of very sensitive, highly- classified information.

JOHNS: Comey slamming Clinton for failing to exercise good judgment in one of the most sensitive government jobs in the world.

COMEY: There is evidence to support a conclusion that any reasonable person in Secretary Clinton's position or in the position of those with whom she was corresponding about those matters should have known that an unclassified system was no place for that conversation.

JOHNS: Comey's announcement coming just days after FBI investigators interviewed Clinton this past weekend and less than a week after a political furor erupted after former President Bill Clinton met privately with Attorney General Loretta Lynch. The FBI director publicly rebutting what Clinton has been saying since last March about those classified emails.

HILLARY CLINTON (D), PRESUMPTIVE PRESIDENTIAL NOMINEE: I did not email any classified material to anyone on my email. There is no classified material.

COMEY: Hundred and ten emails in 52 email chains have been determined by the owning agency to contain classified information at the time they were sent or received. JOHNS: Whether Clinton's private email system was secure enough.

CLINTON: Well, the system we used was set-up for President Clinton's office, and it had numerous safeguards. It was on property guarded by the Secret Service and there were no security breaches.

COMEY: She also used her personal email extensively while outside of the United States including sending and receiving work-related emails in the territory of sophisticated adversaries. Given that combination of factors, we access it is possible that hostile actors gained access to Secretary Clinton's personal email account.

[19:05:15] JOHNS: But ultimately concluding charges were not warranted.

COMEY: Although there is evidence of potential violations of the statutes regarding the handling of classified information, our judgment is that no reasonable prosecutor would bring such a case.

JOHNS: Given all the facts, why did Comey decide not to recommend charges in the case? He said, all of the other cases in this area involved either intentional misconduct, disloyalty to the U.S. government or obstruction of justice, a cover-up, in other words, and he said his investigators did not find that in this case -- Erin.

BURNETT: All right. Joe Johns, thank you very much. And, you know, shortly after Comey issued his statement today President Obama was out on the campaign trail for the first time with Hillary Clinton. What a day, right? Well, what they did they talk about?

Brianna Keilar is OUTFRONT. She was there. Charlotte, North Carolina. And Brianna, they didn't talk about it. No mention of the FBI at all?

BRIANNA KEILAR, CNN CORRESPONDENT: No mention, Erin. If you only were here at this event where President Obama and Secretary Clinton were, you wouldn't have even known that this announcement came by FBI Director Comey, but at the same time this trust gap that we're seeing, that this email controversy in part has caused, polls showing that many voters don't think Hillary Clinton is trustworthy.

That's one of the big reasons that the President was here vouching for her character. He took on Donald Trump. He essentially said that Donald Trump was lying. He didn't use his name, but it was so clear who he was talking about and he implored North Carolinians to value Hillary Clinton's experience and her steady temperament.

PRES. BARACK OBAMA (D), UNITED STATES: We like new things, and I benefited from that culture, let's face it. When in came on the scene in '08, everybody said well, he's new.

(LAUGHTER)

They don't say that now because I'm not. But sometimes we take somebody who has been in the trenches and fought the good fight and been steady for granted. Sometimes we act as if never having done something and not knowing what you're doing is a virtue. We don't do that, by the way, for airline pilots. We don't do that for surgeons, but somehow we think the President of the United States -- I don't know, who's that guy? Come on. And so as a consequence, you know, that means that sometimes Hillary doesn't get the credit she deserves.

KEILAR: In a full-throated endorsement from President Obama he said there has never been any man or woman more qualified for this office than Hillary Clinton. You're seeing Erin, a symbiotic relationship playing out here today in North Carolina. President Obama needs Hillary Clinton to follow him into the White House, to protect his legacy. Hillary Clinton is hoping that the President's popularity rubs off on her some. He is at this point more than ten points ahead of her when it comes to approval ratings as she tries to take on Donald Trump -- Erin.

BURNETT: All right. Thank you very much, Brianna.

And now Jeffrey Toobin, former federal prosecutor and our senior legal analyst, David Gergen also with me who served as advisor to four presidents. Reagan and Clinton on the list. David Axelrod served as senior adviser to President Obama.

Okay. Thanks to all. David Axelrod. Let me start with you because you heard Comey, very respected and he said, he used the words extremely careless to describe Hillary Clinton's action. He did say no charges, but his words and his tone were pretty harsh.

DAVID AXELROD, FORMER SENIOR ADVISER TO PRESIDENT OBAMA: It was harsh, but you know, I would argue that there was never going to be an elegant end to this investigation because the facts were damning and -- but, what was important to Hillary Clinton was that he established that there was no intent, was there no crime.

It would have been very difficult to move forward with this cloud hanging over her and it would have been impossible to move forward with an indictment. So her opponents will use his language liberal, if I can use that word from now until November, but it's much better than some of the other results that could have resulted here.

BURNETT: Now, Jeff, when you hear David Axelrod say the facts were damning. I mean, here's what Hillary Clinton has been saying and we have all heard it again and again and again, right, about the emails she sent and received in case you had been living on another planet for the past year or so. Here she is.

CLINTON: I am confident that I never sent nor received any information that was classified at the time it was sent and received.

I never sent classified material on my email, and I never received any that was marked classified.

I'm confident that this process will prove that I never sent nor received any -- any email that was marked classified.

[19:10:15] BURNETT: She was confident, but here's what Comey said today.

BURNETT: So Jeff Toobin. She sent classified email. She repeatedly said that she did not. So, why wasn't she charged?

JEFFREY TOOBIN, CNN SENIOR LEGAL ANALYST: Because ignorance was bliss. Because she, as far as the FBI could tell, really did not think that she was sending classified information and this is what's called in the law a specific intent crime and the only prosecutions that have ever successfully been brought by the Justice Department involve cases where defendants knew that they were dealing with classified information.

Hillary Clinton was clearly wrong over and over again about whether she sent classified information, but as far as the FBI could determine she really did think she was not sending classified information and that was enough to avoid a criminal prosecution. It wasn't enough to avoid a big political problem, which continues.

BURNETT: Okay, but on this issue. I'm still not totally convinced here that I understand what you're saying. Because when you say ignorance was bliss, you know, if nothing else Comey was clear, right, that Clinton should have known better. But you're saying, she didn't know maybe she was ignorant. But he was clear she should have known. So, here he is today.

COMEY: Even if information is not marked classified in an email, participants who know or should know that the subject matter is classified are still obligated to protect it.

BURNETT: So Clinton is a policy wonk. I mean, when you say she didn't know and they said they couldn't prove intent she prides herself on her fact and figures. Right? She herself said last March, she is proud that she knows exactly what classification means, here she is in her own words.

(BEGIN VIDEO CLIP) CLINTON: I am certainly well aware of the classification

requirements and did not send classified material.

(END VIDEO CLIP)

BURNETT: David Gergen, is that any more damning? I mean, you know, Jeffrey Toobin is right. They're saying intent wasn't proven but yet, here she's saying, what do you mean? I don't know whether something was classified or not. She's trying to have it both ways.

DAVID GERGEN, FORMER PRESIDENTIAL ADVISOR: It's pretty damning over all. But I think Erin, listen, this is a bittersweet day for Hillary Clinton. The most important thing from her point of view is if they did not recommend an indictment. If that had happened it would have derailed her campaign and Joe Biden might have very well been the nominee of the Democratic Party for president, but it didn't happen and now that roadblock is removed, and she's got a much smoother path. And at the same time even when she was winning in the court of law, you know, she's been losing in the court of public opinion and I think today is another setback for her.

Because what Comey said and he is regarded as a straight shooter as you just mentioned. What Comey said blew so many holes in her story. I think that Jeff Toobin can correct me if I'm wrong on this, but I think it may have been a very close call for the FBI because it was not a question whether there was intent and there is a second way to bring a felony charge. And that is, if the person under examination acted with, quote, "gross negligence in handling classified material." The FBI has to decide whether she acted with gross negligence and they said no, it didn't meet that standard, but she did act -- she was extremely careless. Extremely careless. Now, a lot of people say gross negligence versus --

BURNETT: Negligent, careless, right, same thing.

GERGEN: It's a distinction without a difference and I think that's why it leaves a lot of Americans sort of fuming over this decision.

BURNETT: Jeff?

TOOBIN: But I think, you know, Jim Comey who is many things including a very good lawyer intentionally used the word careless, but not negligent the way because the statute, the law speaks of gross negligence. If you look at the way the courts have interpreted these laws, even though it says gross negligence, most of the cases seemed to indicate that there really cannot be a successful prosecution unless you actually know. You know, there's been a lot of talk including from Donald Trump about David Petraeus, the case against him. The big difference between the Petraeus case and the Clinton case is David Petraeus acknowledged that he gave to his biographer and his girlfriend material that he knew was classified.

GERGEN: There was intentionality in that case.

TOOBIN: Sorry?

GERGEN: There was intentionality.

TOOBIN: Exactly. And that's the difference. I mean --

BURNETT: So, to this point of distinction without a difference. David Axelrod, let me ask you because today when Comey said there weren't going to be criminal charges, he then said and let me just quote him. This is not to suggest that in similar circumstances, a person who would engage in this activity would face no consequences to the contrary, these individuals are often subject to security or administrative sanctions. So it sounds like what he's saying, basically is, had this all come to light while she was secretary of state, she possibly could have lost her job as secretary of state, but yet they're not going to charge her. It's OK. She's president of the United States?

[19:15:19] AXELROD: Well, it is not clear what those sanctions would be, but we should be clear. I think it is important to say there has never been, as I understand, Jeff would know better, there's never been a case with this kind of facts that would have resulted in an indictment, and it was mentioned before. Petraeus, Donald Trump tweeted out that Petraeus got punished for much less than this. No, that's not true, and he said the system was rigged. This was greased and so on. That does a tremendous disservice to Jim Comey and a tremendous disservice to the whole system of justice and we ought to be very clear about that. This was not a Petraeus case and there is no precedent for indicting someone under this set of facts.

GERGEN: I don't think we've ever had a set of facts like this.

BURNETT: I appreciate all of you very much for being here. Right. We never have had a set of facts like this which is why the question keeps rising but of course Donald Trump is about to take the stage in North Carolina and as David Axelrod mentioned he is going to address this. We know this. His first live comments on the email investigation. And Senator Bob Corker introducing Trump at that rally tonight. He is rumored to be one of the top three or four people as a possible V.P. Is this the ticket? Plus the firestorm over this Trump tweet now link to white supremacist who posted the image just days ago. Our special report coming out OUTFRONT.

[19:20:15] BURNETT: Breaking news at any moment. Donald Trump will speak about the FBI's decision not to recommend charges against Hillary Clinton for her email use. He is going to be in North Carolina and these are live images where Trump is about to hold a campaign rally. He is in Raleigh. Joining him, Senator Bob Corker. Now, Corker is a really important person here, he's a possible V.P. pick.

Sara Murray is at that Trump rally. And Sara, this is going to be a crucial rally. You know, you have President Obama, Hillary Clinton, you know, campaigning today. Our network -- networks took that live and now you have Trump responding. What are you expecting him to say about this huge day for the Hillary Clinton email investigation? SARA MURRAY, CNN POLITICAL CORRESPONDENT: Well, Erin, Trump and his

advisers have sort of given a preview today and, look, they were already excited about the opportunity to respond to Hillary Clinton and President Obama flying in together on Air Force One in North Carolina and that was before we got the decision from the FBI saying charges are not going to be brought against Hillary Clinton. And I think you will going to hear Donald Trump calling this a rigged system pointing out the idea that the Clintons get away with things that average Americans would not and sort of try to contrast himself as the candidate who will stand up for average working Americans while Hillary Clinton is standing up for special interests.

Now, obviously the challenge for Donald Trump is always whether he can actually stay on that message and prosecute the case against Hillary Clinton rather than getting, you know, ending up on a sort of tangent about his tweets for attacking a judge or something out, so we'll of course be paying close attention to that tonight, Erin.

BURNETT: And Sara, the other thing, of course is, you know, Bob Corker. Right? This is the first time he's campaigned with Donald Trump, he's been critical of him obviously in the recent past but he is now rumored to be on that top, just few people of the V.P. list. Is this a formal tryout tonight?

MURRAY: I do think that this is an opportunity for Trump to sort of try out some of his V.P. candidates. We're going to hear from Bob Corker today. Newt Gingrich is going to be with Donald Trump in Ohio tomorrow. And the interesting thing about Corker is he and Trump don't really know each other that well, they spent some time together earlier this summer and Trump Tower, but he's traveling with Trump today. So, obviously that's a little bit more quality time on the plane to get to know each other and sort of feel each other out.

I mean, Trump's advisers have said a lot of this is going to be a personal decision for him. Yes, Corker would bring foreign policy experience that Donald Trump might lack. But the question is, are we really comfortable with campaigning with this person for the next four months and beyond that, are you comfortable with serving for this person for the next eight years and I think that is something Donald Trump is still trying to feel that out when it comes to Corker.

BURNETT: All right. Sara, thank you very much. Sara will be back with us through the hour.

As we said. Donald Trump expected to take that stage any moment. We'll going to be bringing that live as we did with President Obama and Hillary Clinton earlier today. The campaign spokeswoman for Donald Trump Katrina Pierson joins me now as we await Donald Trump. Our political commentator S.E. Cupp is also with me. The former senior adviser to President Obama Dan Pfeiffer and David Gergen back with me.

So, Katrina, Senator Corker, he has been critical of Trump recently. He said last month Trump only had two to three weeks to redirect his campaign in a positive way. He said he's tried giving Trump advice. But quote, "I have been discouraged by the results." Is Donald Trump willing to run with someone who has said those kinds of things about him?

KATRINA PIERSON, DONALD TRUMP CAMPAIGN SPOKESWOMAN: Well, I think as you mentioned before Erin that this is a personal decision for Mr. Trump. He's doing this very closely, very carefully to the vest, but you know, a lot of people have criticized Mr. Trump who have now since come onboard and are defending his candidacy. When we're talking about Hillary Clinton versus Donald Trump, for many Republicans there is the obvious choice of Donald Trump and Corker is one of the individuals that's going to meet with Donald Trump and talk to him and get to know him a little better and we will see.

BURNETT: All right. S.E., here's the thing, though, Senator Corker, you know, when Donald Trump attacked the American born judge in a Trump University case for his Mexican heritage, Senator Corker stood up and said it wasn't acceptable. Here's how he put it.

SEN. BOB CORKER (R), TENNESSEE: -- because of their background or their ethnicity, doesn't have the ability to carry something out is wrong. That's not where we are in our country.

BURNETT: S.E., can Donald Trump afford to pick someone who did that publicly? You know, because maybe there will be another thing and they're running mates and Senator Corker says I'm sorry, I can't stomach that, I'm going to have to stand up and speak my conscience now.

S.E. CUPP, CNN POLITICAL COMMENTATOR: Yes, I mean, it seems to me, you know, besides maybe David Miscavige and Jim Jones, no one prizes loyalty more than Donald Trump, and I think he, you know, the list of people who have not come out publicly to either very vocally distance themselves from Trump or sort of, you know, half support him while also caging that in some criticism is very, very small.

So you know, Katrina may be right that he would consider someone who has publicly criticized him before because a lot of people have as she pointed out. But I think Trump personally and that's why he's personally vetting these candidates, Trump personally, I think is very sort of offended by the idea of anyone betraying him and so I would imagine that would be a big red flag for him.

BURNETT: All right. So David, you know, Bob Corker is on the short list criticizing Trump, he's not the only one though on the short list that has criticized Trump. You know, Chris Christie hasn't, but Newt Gingrich who is favored by many. Pick Newt Gingrich and here's what Newt Gingrich had to say this weekend.

NEWT GINGRICH, FORMER SPEAKER OF THE HOUSE: Trump's job is, frankly, to quit screwing up and get the election down to three or four big issues and all of them that come down to a single concept. Enough.

BURNETT: Is that just disqualifying for Newt Gingrich, David?

AXELROD: I don't think so. I -- look, I do think what's happening here is not only is Trump trying out Corker. I think corker is trying out Trump, too. And you know, he needs to know, Corker needs to know what's my chemistry going to be like? If I'm with this guy, where is he going to go? Is he pretty steady? You know, some of these Republicans like Paul Ryan have had a bad experience and they've put their cards on Trump and they said yes, I'm with him and something will happen over the next 24 hours and they got embarrassed about it and I think Corker needs to take -- I think each man is taking a measure of the other, and I am sure that's going to happen with Newt, as well. Newt is -- Corker would reassure the, quote, "elite of the Republican Party especially in the Congress."

BURNETT: All right.

AXELROD: More than any of the other candidates.

CUPP: But Erin, if I could --

BURNETT: All right. Now, let me just say, everyone, this is Donald Trump. He just took the -- hold on, hold on, S.E. I want to just come in, Donald Trump just showed up on the stage. Corker was supposed to introduce him, Senator Corker. He didn't. Here's Donald Trump. Let's just listen in. The panel will be with me the entire time.

DONALD TRUMP (R), PRESUMPTIVE PRESIDENTIAL NOMINEE: It's an incredible thing. The system is rigged, but we're still happy to be together, right? It's totally rigged. What a system! What a group, I'll tell you what. What's going on, and we'll going to be talking about it. But before I do, a great friend of mine, somebody respected by everybody, Senator Bob Corker. Come on up, Bob. Come on up.

(CHEERS AND APPLAUSE)

CORKER: I wasn't going to say anything. I just came to visit.

(LAUGHTER)

But I have to say something. The rallies that I have back home aren't quite like this. Pretty cool. Yes. This is unbelievable, isn't it? Had a pretty remarkable day today. Pretty remarkable day. You know, it says a lot about a person to meet their family, spend time with their kids, if you will, Ivanka and Eric and their son-in-law and to be around the people that have worked in the Trump organization for 25 and 30 years, to see the respect that they have for the person they work with. The father and father-in-law that they have.

To see how he treats the people that are around him. So many times in these campaigns, people become caricatures of what the media makes them and all too often, after a race is over people realize they never really knew the person. Somebody once told me it's not who you know in life, it's how you know them, and I had the incredible privilege today to spend time with this man, to spend time with his family and to spend time with those who know him so well. And I figured out the reason that you love him so much is because --

(CHEERS AND APPLAUSE)

(CROWD CHANTING "TRUMP! TRUMP! TRUMP! TRUMP! TRUMP! TRUMP! TRUMP! TRUMP! TRUMP!")

CORKER: I'm taking up his time. Let me just say this. The reason you love him so much is because he loves you. He loves you, and he wants the best for you. The Republican nominee for president, Donald Trump!

(CHEERS AND APPLAUSE)

TRUMP: Thank you! Thank you!

Great guy. Great guy. Great person. So I have to tell you a few things. Numbers just came out just now. Number one, we're doing very well in the polls. That's important, OK? Very well. Very, very well.

But you know, the numbers just came out that during the primary system, during the primaries the Republicans, I wonder why, were up 62 percent. The Democrats were down 21 percent. These are final numbers.

(APPLAUSE)

That tells you a little bit, a little bit about what's going on. And what's going on very big and big league is what you witnessed today and over the last week, from Bill Clinton going to the plane, just happened to be there, just happened to be there. I wonder how long he waited. But for Bill Clinton to go to the plane and then to have what happened today where essentially I thought, everybody thought based on what was being said she was guilty. She was guilty.

And it turned out that we're not going to press charges. It's really amazing. But I'll tell you -- I'll tell you -- look, we have a rigged system, folks.

Hey, I used to say it during the primaries. We were all together. I won North Carolina, big league because of you. Big league.

(APPLAUSE)

And not only did the Republican party go way up from what it was four years ago, way, way up, but Donald Trump in the history of the primary system of the Republican Party with 17 people running, a lot of people don't understand when you say 17 people, I got almost 14 million votes more than anybody in the history of the Republican Party. More than Ronald Reagan.

(APPLAUSE)

More than the Bushes, more than Richard Nixon, more than Dwight D. Eisenhower who did win the second World War. It certainly did help a heck of a lot.

We got the highest vote count in the history of the Republican Party. That was such a big thing for me. We won 37 states. We were -- I mean, it just got stronger and stronger and stronger, and I think we're stronger now than ever before. We're fighting a very dishonest media.

Do we have a protester? Get him out, please.

(APPLAUSE)

We love our protesters, don't we? It's the only time I get the cameras to turn. The only time we get those cameras to turn. Look at the size of this place. This is really great. This is really great. Get him out. Get him out. Get him out.

You know, if I could speak to these people for a little while, what do we want when you think of it? We want good education. We want a strong military. We want strong borders. We do want the wall. We want to keep our jobs in North Carolina.

We want to keep our jobs in North Carolina. I mean, look at what's going on, we're going to build a wall. Don't worry. Who's going to pay for the wall? Who's going to pay?

I didn't hear you. Who's going to pay? Better believe it. They're going to pay.

They'll be happy to pay if the right person asks them, they're going to be happy to pay. No problem. If the wrong person like crooked Hillary Clinton asks them they're not going to pay, but she's never going to ask. She's never going to ask, and I'll tell you what, when it comes to trade, and I just got a list of companies that have left North Carolina and they've gone down to Mexico and it's a disgrace what's happening.

It is a disgrace what's happening and we're going to stop it and it's not going to happen any longer.

[19:35:02] We're losing our jobs. We're losing our manufacturing. We're going to stop the nonsense that's going on and it's so easy to stop. We will stop it so fast your head will spin. Remember that. Your heads will spin.

We have a president who is out campaigning for crooked Hillary Clinton and he should be home working on ISIS where the threat is worse and worse. He should be working on trade. He should be working on the borders.

People are flowing into our country from lots of places, but from Syria, no more! No more. OK? They're not coming. No more.

We don't know who they are. We don't know where they come from. They have no documentation. They have no paperwork and who knows? Who knows?

But you know what? We can't take any more chances, folks. We can't take any more chances.

If you look at -- if you look at crooked Hillary she wants to increase the immigrants coming in from Syria. Again, they could be ISIS. This could be -- this could be the all-time great Trojan horse. You know the story of the Trojan horse. This could be the all-time great.

Look at what one person, one person has done in Orlando. Just take a look. One person. Look at the horror that that person has wreaked on our country. The gay community, the LGBT community was just -- they cannot -- nobody can even fathom what took place.

That's one bad apple. We have many people coming in and you know what? It just takes a small percentage, but there's something going on and guess what? We have a leader that doesn't even want to discuss the name of the problem.

And the problem is radical Islamic terrorism and it's a problem. It's a problem.

TRUMP: And we've got Hillary Clinton who is weak, who is ineffective. She'll never be able to do the job.

Her judgment is horrible. Look at her judgment on emails. Who will do it? Look at her judgment. Her judgment is horrible, all right? Her judgment is horrible.

Now, who said that about Hillary? Bernie Sanders said her judgment is bad. She's got bad judgment, OK?

Now, let me tell you, whether it's ISIS. Whether it's trade, whether it's borders, whether it's jobs, it's going to be four more years of the same thing. The last thing we need is another Clinton or the last thing we need is

an Obama-Clinton in the White House. We have got a mess in this country. We owe $19 trillion, soon to be $21 trillion, the debt has doubled under Obama. It's doubled.

Wait until you see. We are sitting on a mess and it's got to be taken care of. And the way it gets taken care of, at least that aspect of it, is jobs! We're going to bring jobs back to North Carolina. We're going to bring jobs back to our country.

It's going to be America first. Not all these other countries that don't give a damn about us. It's going to be America first. America! America! America first!

We've got a person in the White House who is having a lot of fun, a lot of fun. I watched him today. It's like a carnival act. A lot of fun. Moving around, he has the whole thing, great, great, great.

[19:40:02] I'm saying, this is our president. We need a president who is going to bring us back. We need a president that's not going to be divisive. We need a president that's going to take care of the African-American community. Remember that. Remember that.

Obama is all talk and no action. We need a president that's going to create jobs for Hispanics who don't have the jobs. We need a president that's going to turn our country around and Obama cannot do it and Hillary Clinton will be even worse. Believe me. She will be even worse.

(APPLAUSE)

I mean, I brought up something last night. I heard they're flying down on Air Force One. Now, Air Force One is a very old Boeing 747. It sucks up a lot of gas, a lot of fuel. Boy, the fuel bill.

You turn on those engines, I can tell you, it's a lot of money. I said, let me ask you a question. Why is she campaigning with the plane of the United States? Why is she campaigning --

(APPLAUSE)

And why is he allowed to come down, get on that very, very, very expensive plane. You know, he talks about the carbon footprint, OK? He wants to solve the carbon footprint, but he gets on an old 747 that's spewing stuff into the air. He gets her on the --

Boeing 747 goes back to Washington.

(APPLAUSE) His greatest -- his greatest was when he wanted to play golf in Hawaii so he takes the 747 and, by the way, he's played more rounds just about than people that play professionally on the PGA tour. I mean, this guy.

And he gets on this plane, flies to Hawaii. He's there for a long time, golf, golf, golf, golf, more, more, more. Learning how to chip, learning how to chip the drive and how to putt. I want more!

Our country is going to hell. ISIS is laughing at us. They're chopping off heads and they're drowning people in steel cages and he's out there playing golf with just about as long a trip as you can make from Washington, and then after a long, extended vacation, he gets back on the plane, flies back, lands and starts talking about the environment.

OK, give me a break, folks. Give me a break. Give me a break.

(APPLAUSE)

Now, we need unity in the Republican Party, and I have to be honest, I think I can win without the unity. But we need unity in the Republican Party, and for the most part, we have unity. We have some pretty good stuff, and we have some great people like Bob who just came up and so many others and so many senators, so many congressmen and women. We have great people, but we need real unity and the leaders have to get supportive.

And if they don't get supportive, we're going to win anyway. Don't worry about it. In fact, I do better without the kind of support that I'm talking about because that's why I'm here in the first place. That's why I'm here in the first place.

(APPLAUSE)

The convention is going to be terrific. We have fantastic speakers. We have so many people that want to speak. You know, they give us, oh, they don't have enough -- I have made so many people that want to speak. I have made so many enemies by saying I can't let you do it, but we want people that love our country and that want to be there and that love our party, and that love our party.

(APPLAUSE)

And if they don't love our party, they shouldn't be there. And let me just tell you one little thing which turns out to be a big, big thing.

Defense is always most important, right? We have to defend our country. We're going to have to build up our military again. It's really depleted and it's in bad shape. We're going to build it up.

We're going to take care of our vets like you wouldn't believe because our vets are being mistreated horribly, horribly! Our greatest people and we have a plan that's received universal, fantastic reviews, and I'm the only one. You know, I made a speech up in the great part of the world, OK? I won't even mention where and I made a speech and I said let's raise money for the vets.

We ended up raising $5.6 million for vets, for vets.

(APPLAUSE)

[19:45:04] I gave a million and we ended up, I could have made up a speech and left and the press comes down, well, he should have given here and he should have given to vets, we have to vet the vets, you know that, right? They're groups. Who knows? We have to check them out.

But anyway, we raised $5.6 million for the vets. I am so proud of it. I love the vets. I have received more accolades from the groups. We're sending groups who never had money $100,000, $200,000, in one case, $1.1 million in another case, $250,000, $75,000, $50,000. All of these groups. I don't know, 30-something groups.

It was so beautiful to see. I, you, all of us, we have received accolades, and I say all of us because this is a movement, folks. This is not like a normal situation. Look at this room. Look at the size of this room.

And there are thousands of people, and I've got wiped out getting off the plane. It was raining and windy, and I want to tell you, it was actually beautiful. Beautiful, and now you know it's my hair because any hair that could withstand that wind, the pilot -- it is my hair.

The pilot said, sir, I'd wait about 10 to 20 minutes before you get out of the plane. Why? He said, 35, 40 mile an hour gusts, raining. I said, no, we're not going to keep these people waiting. We're going to come out. We're going to get out and we're going to talk and we're going to make America great again.

And I tell you, I am so proud of that, so many other things and it is a movement like nobody's ever seen before. They actually say I watched Bill O'Reilly and said it's the single greatest -- good man. You guys are here, so you won't see it, but you'll watch it later.

I'm on tonight, I did a phoner. It's always good when they take you by phone. That means you're hot. If you can do it by phone, when you start getting asked, I'm sorry, I won't be able to do it. I'm going to North Carolina.

How about by phone? They don't do phones. I never saw anyone call into Bill O'Reilly. I've never seen it. We do phoners to "Meet the Press". We do phoners to "Face the Nation" this week.

It's so much easier. You sit at home. Hi, how are you doing? How's everything going? How's the world? How's the world?

But it is a movement that we have going on. People have never seen anything like it. Pundits that hate me, of which there are many, and look, we've made them look pretty bad. Don't forget this. Most said he's not going to run. If he runs he won't do good. He's going to have fun and he'll leave in July. I mean, I only announced on June 16th, give me a little credit. He's going have fun and he's going to get some kicks. He's going to

build his brand. To let more people know who I am, right? In the meantime, I got killed, I mean, you know, I lost shirts because Macy's was so disloyal. I lost the ties because Macy's didn't like what I was saying about illegal immigration. OK, can you believe it?

It's not the most profitable thing I've ever done doing this. I don't care. It doesn't matter to me. It's nice when you don't have to care, but I don't care. What I care about is making America great again. That's much more important. That's much more important.

(APPLAUSE)

But I lost -- I mean, if you think about it, "The Apprentice." it's not small stuff and they came to me and they said we want to renew two more seasons and we want to renew you and we'll pay you anything. It's a lot of money. I've done 14 seasons of "The Apprentice."

I said to the head person at Comcast, great guy. Steve Burke, and I said, Steve, I'm going to run for president. No, no. You have to do -- no. You can't do both. You're not allowed. Equal time. It's called equal time laws.

I said, Steve, I'm going to run for president at least I'm pretty sure because that was three months before. It takes guts to do what we're all doing, but it takes guts to do what I'm doing. Believe me, it takes guts. Not easy.

(APPLAUSE)

You get hit by dishonesty, and not all reporters are bad. Some are terrific. Some are honest, honorable, good and professional. But a lot of them are terrible. You get hit from 15ifferent directions on stuff that's very unfair to get hit with. You get hit in so many different ways and it started off with 17 people and then it gets down to one.

They made the right choice. Am I doing a good job, by the way? Am I doing a good job? Because I'm a messenger.

[19:50:02] You know, essentially -- essentially, I'm your messenger. The -- the message is simple. We're going to take our country back. We will have everybody included, folks. We want to include everybody.

We want to help African-American youth. We want to help African- Americans. We want to help Hispanics, Latinos. We want to help everybody. We've got to help everybody. We've got to bring our country together. We've got to bring our country together.

(APPLAUSE)

When you look at what's going on and when you look at what's going on with ISIS where they're blowing up airplanes and doing things are inconceivable that hasn't happened to medieval times. I mean, we studied history and we loved history. I loved history. Chopping off heads, that's medieval times. Today it's like a common

occurrence, and these are animals. These are animals that have to be stopped, and I --

(APPLAUSE)

I was against a war in Iraq. Now, I was a civilian. I was a businessman and it was a long time ago. I was against it, and I didn't want to go to the war in Iraq. I said I think you're going to destabilize the Middle East. I think you're going have a lot of problems. Who would have known this was going to happen and on top of everything else, what else did we get out other than a total destabilization, a total mess?

Thousands and thousands of our lives and other lives, they're lives. Thousands and thousands of our young people's lives destroyed. Tens of thousands of wounded where they're wounded so gravely and they're the bravest people I've ever seen. They have a better attitude in life than I do. Some of these people, they have the best attitude I've ever seen. I've worked with them. We helped them.

And they have best attitude I've ever seen. I've never seen anything like it. I'm serious. They have a better attitude about life in some cases than I do. These are amazing, amazing people.

We shouldn't have done it, but what did we get out of it? We got ISIS on top of everything else.

Now, we have a president that doesn't know what the hell he's doing. He doesn't have a clue, folks, and instead of staying there with a fairly small force, he announces to the world he's going to take everybody out and they'll be out by a certain date, and the only thing that was a little surprising is the enemy didn't believe him because they said nobody could be that stupid to announce that we're going to be out on a certain date.

And then the date came and then we were gone. We were gone. We shouldn't have been there. We shouldn't have destabilized.

Saddam Hussein was a bad guy, right? He was a bad guy and a really bad guy. But you know what he did well? He killed terrorists. He did that so good. They didn't read them their rights. They didn't talk. They were terrorists. It's over.

Today, Iraq is Harvard for terrorism. You want to be a terrorist? You go to Iraq. It's like Harvard. OK?

So sad. So sad. OK? And we're going to take care of it, folks. We have no choice. We have no choice.

It was when they cut off the heads initially, we were all amazed. I think they overplayed their hand, and if they didn't then we are all fools because we cannot get away with what they're doing right now terrorizing the world. We're going to be so strong. We're going to be so tough. We're going to be so vicious and we're going to knock them for a loop. We have no choice. (APPLAUSE)

So I just want to -- I wrote some notes coming on the plane because I was watching this tragedy that took place today and over the last few days. It's a tragedy because we're a country of law. We're a country of order.

Other people have been so badly hurt by doing things so much less than crooked Hillary Clinton. So much less, right? So much less. I mean, you look at so many people have suffered so gravely for doing so much less.

Now, does that mean that we expunge their record? Does that mean that we say all of you people that have been so guilty for so many years we can no longer accept that as a ruling because what we've done for her and she was so much worse than anybody that we're talking about, does that mean that we have to exonerate everybody? We have to take back the punishment that we gave them because we have a country that's supposed to be fair.

And when you hear what was said by the FBI director today and you listen -- you listen to what he said and in the middle of it -- he was talking about so many different things. He talked about extremely careless. She was extremely careless. That's a tremendous word.

You didn't have to be careless. You didn't even have to really know that what you were doing was wrong and you're guilty because we're talking about serious stuff.

We're talking about the life blood of our country. We're talking about the safety of our people, the laws are very explicit. Stupidity is not a reason that you're going to be innocent. OK? It's not a reason.

(APPLAUSE)

And I don't happen to believe that it was stupidity, OK? But even stupidity is not a reason. And, boy, what they've done.

So I wrote this out, and I'm going to read some of it to you. And I think it makes sense. And I think it's important for us to understand.

Today is the best evidence ever that we've seen that our system is absolutely, totally rigged. It's rigged.

(APPLAUSE)

And I used that term initially when I was running in the Republican primaries, and I was the first to use it, then all of a sudden it became a hot term. Everybody was using the word, rigged, rigged, rigged!

If you remember, I'd win Louisiana, and I find out I didn't get enough delegates, what happened? And places like Colorado which was so good to me, but all of a sudden, we find out they don't have the vote. OK, I used the word rigged.

And frankly, I'd be honest, if I didn't win in landslides, I wouldn't be standing up here, you'd be watching some politician who would lose to Hillary Clinton, OK, believe me. Believe me.

I started winning -- I learned about rigged very fast, but I used the term "rigged". Then all of a sudden, Bernie started using it and now everybody talks about rigged. But I'm going to keep using it because I was the one that brought it up. And I'm the one -- I asked a couple of political pros, ever hear the word rigged? It's a rigged everything?

They really -- there hasn't being used, I guess, it has to be somewhere along the line, but it hasn't. But think of Bernie Sanders, who is the most angry about this? I think the one with the most to lose is Bernie Sanders, because honestly, he was waiting for the FBI primary, and guess what? He just lost today the FBI primary! He lost the FBI primary!

Bernie, my poor Bernie, oh, Bernie, I feel so badly for Bernie. But, you know what? A lot of Bernie Sanders' supporters are going to be voting for Trump. Because Bernie Sanders was right.

(APPLAUSE)

Bernie Sanders was right about a couple of things. He's right about the system being rigged, but he's also right about trade. Our trade deals are a disaster. They're killing our jobs. They're killing our families. They're killing our incomes. I mean, people in this room, many people in this room, and I'm going

to fight for you, because there's going to be change fast. Many people in this room are making less money today than they made 18 years ago, effectively. And they're working two jobs instead of one.

And this horrible, stupid Obamacare is a killer, which is giving them part time employment, when they never had part time employment in their lives. And the premiums are through the roof, and the deductibles are so high that you'll never be able to use it unless you die a very vicious, long, slow death. OK? And it's going to explode in '17 anyway, and we're going to replace it before it explodes and we are going to replace it with something that's great and that's less expensive, both for yourselves and for the country.

It's a horror show. You have to see the -- what I'm hearing. In Texas, going through Obamacare, BlueCross BlueShield raised 60 percent -- you saw that last week -- a 60 percent increase in premiums. BlueCross BlueShield through Obamacare.
